近日，中国国家知识产权局收到韩国特许厅（KIPO）通知，告知其目前对于因新型冠状病毒肺炎疫情而受影响的专利申请人所实施的救济措施。根据该通知，在韩国特许厅申请专利的申请人，如受疫情影响而未能在规定期限内提交申请材料或支付费用，可享受韩国特许厅的救济。通知内容还包括与救济措施相关的法律条款。中国申请人可根据该规定，做好案件相关调整安排和工作准备。

任何在韩国特许厅申请专利的申请人，无论国籍，凡因新型冠状病毒肺炎疫情而导致未能在规定期限内提交申请材料或支付费用的，均可享受韩国特许厅的救济。

为申请救济，申请人应提交救济申请或支付说明，同时应提交解释说明和证明材料。以下是相关的法律条款供参考用。

相关条款-韩国专利法第16条（无效程序）、商标法第18条（无效程序）、外观设计保护法第18条（无效程序）条款规定，非因被通知进行补正的人的原因而导致其未能在指定期限内补正的，韩国特许厅厅长或韩国特许厅审判院院长可以根据被通知进行补正的人的请求在相关影响因素消除后的两个月内撤销无效。-韩国专利法第67-3条（专利申请的恢复）如果由于非因专利申请人的原因，因专利申请人不符合任何规定的期限而导致一项专利申请已被视为撤回或驳回决定成为最终的，那么专利申请人可以自该影响因素消除之日后的两个月内请求对专利申请进行审查或复审。
